Mosaic ATM has been awarded a NASA Phase I Small Business Innovation Research (SBIR) contract to develop an AI Regulatory Ontology and Compliance Assessment Suite (ROCAS), an innovative system designed to transform how regulatory compliance and certification are achieved in aviation.

The ROCAS AI Regulatory Compliance System goes beyond traditional chatbot-based approaches by combining structured knowledge graphs, ontology-driven reasoning, and subject matter expert (SME)-in-the-loop validation to support compliance assessments, including traceability and gap analysis of complex aviation regulations.

Developed in partnership with George Mason University’s Center for Air Transportation Systems Research, ROCAS represents a pivotal advancement toward NASA’s vision of model-based, AI-assisted regulatory assurance. By integrating advanced AI reasoning with expert oversight, the Regulatory Ontology and Compliance Assessment System (ROCAS) aims to modernize the process of certifying next-generation flight systems — enabling faster, more reliable, and explainable compliance across the evolving aviation ecosystem.
